In a large bowl, mix cabbage, scallions and cilantro. In a small bowl, combine lime juice, orange juice, honey and Piri-Piri. Taste dressing and add salt as needed. Add dressing to cabbage blend and toss to combine thoroughly. Let marinate in the refrigerator for at least 1 hour before serving.
